Born in 1957, Mahmoud Amr served as Chairman of the Al-Aqsa (International) Foundation, an Islamic charity that was closed by German authorities in August 2002 on suspicion that it was funneling money to Hamas. He also headed the Al-Aqsa Foundation’s Netherlands branch office. After his foundation was shuttered, Amr said: “That accusation [of the foundation’s terrorist connections] is false. We have supported neither Hamas nor any other organization. We help needy people.”
In May 2003 the U.S. Tresury Department identified Amr as “an active figure in Hamas.”
