Alisher Musaev was the leader of the Moscow cell of Hizb-ut-Tahrir, an organization that supports worldwide Islamic jihad in the quest to establish a greater Islamic State. On June 9, 2003, Musaev was arrested for planning terror attacks in Moscow, along with 120 other members of Hizb-ut-Tahrir. At the time of the arrest, Musaev was found to have had a forged Kyrgyzstan passport.
