Abdurazik Kuvatov was the leader out of the Dushanbe, Tajikistan branch of Hizb-ut-Tahrir, an organization that supports worldwide Islamic jihad in the quest to establish a greater Islamic State. On September 11, 2002, Kuvatov, whose group had been banned in Tajikistan, was arrested in his home; investigators who searched his residence found some 400 leaflets of what they termed “subversive literature.”
