Founded by Simon Rosenberg in 2005, the California-based New Policy Institute (NPI) is a project of the Tides Center. NPI describes itself as a "non-partisan think tank" whose mission is "to help Americans imagine and build a 21st century progressivism capable of meeting the challenges of our time." Toward that end, NPI brings to bear "research, education and activities" -- most notably "in the globalization and immigration arenas" -- to promote its perspectives to the American people.

In NPI's calculus, political success in present-day America is largely a function of how well candidates and parties can: (a) "master the new media and technology tools that are changing the way people communicate with one another," and (b) "understand and engage the new and changing demographics of America."

In 2005, NPI hired the founder of Daily KosMarkos Moulitsas Zuniga, to help the organization disseminate its message to the broadest possible audience. In a subsequent interview with the congressional newspaper, The Hill, Zuniga reported that NPI's efforts would be directed toward "building a Democratic Party that is focused on winning."

NPI's top priority in 2008 was its "Adelante 08" project, whose objective was to educate Hispanic citizens, "particularly first-time voters, and mobilize them to vote." The rationale behind this campaign was NPI's recognition of the fact that Hispanics constitute "the fastest growing community in America," and are thus a demographic whose support will be key to any candidate's or party's political success. Says NPI:

"The voting process can seem overwhelming; too often, Hispanics are left out in the cold on Election Day because of long hours at work, family commitments or just a general lack of familiarity with the entire voting process. That is why Adelante exists -- this campaign was produced by and for [you] Hispanic voters to provide you with the information you need and [to] address your questions and concerns about Election Day, absentee and early voting, and voter rights ..."

NPI identifies the New Democratic Network as its principal "partner" organization.

NPI's current President is the aforementioned Simon Rosenberg.
