A project of the NGO Alternatives, this Palestinian NGO umbrella was established in September 1993. It is composed of 92 member organizations, among which are the Al-Mezan Center for Human Rights, the Palestine Center for Human Rights, the Al-Haq Institute, Miftah, and the Union of Palestinian Medical Relief Committees.

According to its own literature, "PNGO is guided by the network's clear mission, where the national, developmental roles of NGOs go alongside with the building of a Palestinian democratic, civil society based on social justice, the sovereignty of law, and the respect of human rights."

PNGO produces 3 publications: Palestine Monitor, Palestine Observatory, and Grassroots International Protection for the Palestinian People. It is also the recepient of hundreds of thousands of dollars in Ford Foundation money, and was instrumental in producing many of the preparatory documents for the 2001 Durban World Conference Against Racism, including a document calling for embargoes on Israel.
