The Allstate Foundation was established in 1952 with money from the Allstate Insurance Company. While the Foundation operates independently, its funding priorities are determined by the Allstate Insurance Company's Trustees. The Foundation makes grants only to 501(c)3 nonprofit, tax-exempt organizations. It makes no grants to organizations that specifically advocate religious beliefs or restrict participation on the basis of religion.

The Allstate Foundation's grant-making activities are divided into three National Programs:

Safe and Vital Communities: This program "supports a wide array of organizations that work proactively to thwart gang activity, encourage economic development and make schools and streets safer for the residents of their neighborhoods." The program has produced a video series titled "The Law and You," whose purpose is to instruct teenagers about "what young people should -- and should not -- do if they are stopped or visited by police."

Economic Empowerment: This program is divided into four subcategories: (a) "Insurance Education," which provides high-school curricula about the importance and function of different types of insurance; (b) "Economic Literacy," which seeks to help "bridge the digital divide that prevents low-income people from joining the economic mainstream [and accessing] needed resources" and sponsors "financial planning seminars that teach people how to purchase, insure and maintain a home"; (c) "Entrepreneurial Business Skill Development," which is operated in partnership with the National Association for the Advancement of Colored People to teach teenagers and young adults people the basics of running a business; and (d) "Women's Business Development Center," whose mission is to "create opportunities for women-owned businesses and help them become financially self-sufficient." In 2005, grants awarded under the Economic Empowerment program included $210,000 to the National Council of La Raza, and $100,000 to the National Urban League.

Tolerance, Inclusion and Diversity: This program includes three major projects: (a) "Teaching Tolerance -- Police and Teens," which "engages youth, law enforcement and educators in a dialogue"; (b) "Alleviating Discrimination," which promotes a "Hate-Free Zone" campaign "where acts of hatred and discrimination will not be tolerated"; and (c) "Ending Hate Crimes," which "educate[s] local community leaders, organizations and law enforcement about hate crimes."

Some recent recipients of Allstate Foundation grants are: the National Association for the Advancement of Colored People (NAACP); the National Council of La Raza; the Urban League; the Heartland Alliance for Human Needs & Human Rights; the Puerto Rican Legal Defense and Education Fund; the Center for Community Change; the National Urban League; the Humane Society; the National Council of Negro Women; the Council on Foundations; the National Conference for Community and Justice; the Hate Free Zone Campaign of Washington; the League of United Latin American Citizens (LULAC); the Latino Institute; the Association of Community Organizations for Reform Now (ACORN); the Hispanic American Alerta Committee; the Conflict Resolution Center; Planned Parenthood; the Center for Women in Transition; the League of Women Voters; the Center for Peace Education; 100 Black Men; La Voz Latina; the Institute for Social Justice; the Gateway Foundation; Casa Central; the American Indian College Fund; Accion Texas, Inc.; the YWCA; Alternatives for Girls; and Housing Justice, Inc.
